This fixes bindings to also work when 'only stop at tick marks' is selected; formerly the code would crash silently with `setObjectValue`.

It is now set before so both sync and async will work

Old deprecated api did not work as it was accessing ivars _horizontalScroller and _verticalScroller from class method.
New Cocoa api is added as described in Apple Developer Documentation.

previously, the app froze when clicking somewhere during sheet open/close animations.
these adversarial clicks are simply ignored by this PR
