Added utilities.js in Objective-J with Base64 encoding/decoding, sprintf moved from CPString. Tests for base64 and sprintf utilities.

Requires objj be installed, as well as ojunit, located at http://github.com/280north/ojunit

Run individual tests using a command similar to the following:
