nib2cib: Fix a bug where a view's tag of 0 in Interface Builder was decoded as -1 in capp. This is the default when instancing in code, not when unarchiving a Nib. Testing: in Tests/Manual/NibApp, just logging a textfield's tag

UTF compatible CFData base64 string encoder and decoder. Use it for CPButton key equivalent archiving. Also ordered CPText.j constants by value and removed the empty CPText class definition as it caused errors with nib2cib. Fixed: the key equivalent for forward delete (CPDeleteFunctionKey, \uF728) was transformed to '(' (\u0028) when archived and unarchived.

Requires objj be installed, as well as ojunit, located at http://github.com/280north/ojunit

Run individual tests using a command similar to the following:

    objj ojunit/OJTestRunnerText.j cappuccino/Tests/Foundation/CPDateTest.j
