WIP: Add initial Policyfiles
Policyfiles take care of dependency resolution and run lists, replacing
environments and roles (see https://docs.chef.io/policyfile.html)
The lock files were generated using [Chef
Workstation](https://downloads.chef.io/chef-workstation/0.8.7) using the
`chef install policies/POLICY.rb` for each policy.
