I ran into this blocking issue in 20.01: reload_config always returns a 1 status code: https://github.com/processone/ejabberd/issues/3170. It's been merged into master. It had been broken since 19.08 (a02cff0e78)

We can update to the previous version, 19.05 until they release a fix. We are running 19.01 at the moment
