Sets up two runners for the kosmos and kredits orgs. More runners can be added by users themselves on a repo or org level, or by us via the Gitea credentials data bag.

You can find configured runners in the org settings, e.g. https://gitea.kosmos.org/org/kosmos/settings/runners

Example of a successful run: https://gitea.kosmos.org/kosmos/akkounts/actions/runs/3

Tested/running on gitea-2.
