Manually dist-upgraded the VM from Ubuntu 20.04 to to 24.04, then fixed and updated our cookbook while fixing and upgrading things in production.

We're now running the latest stable release and future upgrades should be much easier.

I have commented lines that would make upgrades fully automatic, in favor of first ensuring that that would work reliably.
