Enables both Sieve and managesieved, and adds a global rule that moves detected spam to a user's Junk folder automatically

Running on mail.kosmos.org, but not tested extensively yet (mostly just that it didn't break anything). Spam has become rather sophisticated, so the spammers mostly use valid email domains and such now; our rules could use some tuning I guess.
