Upgrades the Gitea Actions runner on gitea-2 from 5.0.0 to 5.2.2.

  • Bump runner version + checksum (verified against the release checksums.txt and the actual download).
  • Add a delayed restart notification on the runner binary so all gitea-runner-* services restart automatically on upgrade.
  • Bump cookbook to 0.3.4 and document the change in the changelog.

No config.yaml changes required. Deployed and verified on gitea-2
