Bumps BTCPay Server from v2.4.3 to v2.4.7 and NBXplorer from v2.6.10 to v2.6.21.

BTCPay Server 2.4.7 is the latest release and a security release, fixing 85 findings (1 critical, 13 high severity). NBXplorer 2.6.21 matches the version shipped with BTCPay 2.4.7.

Deployed and verified on bitcoin-2: both services active, BTCPay listening on port 23001, NBXplorer synced and connected.

The AGENTS.md change documents that reduced-runlist converges must not be used, since they can drop firewall rules for other services on the same machine.
