Not sure why this isn't happening on other machines, but it's happening consistently on andromeda for me. Takes about 5-10 minutes for ark[ipfs-cluster-ctl] action install to pass, seemingly being stuck downloading the file.

I think there seems to be a general problem with downloading IPFS files. Greg recently created this PR: https://github.com/67P/ipfs-cookbook/pull/8

That was fixed, but apparently @gregkare didn't push the changes to actually use the updated IPFS cookbook to the Chef repo. #75 is closing this issue.
