Custom Paperclip path. (#778) 

* Custom Paperclip path.

* Document PAPERCLIP_ROOT.

* Add PAPERCLIP_ROOT_URL (and rename PAPERCLIP_ROOT to PAPERCLIP_ROOT_PATH).
