Bump eslint to ^10, @eslint/js to ^10, eslint-plugin-ember to ^13, eslint-plugin-n to ^18, globals to ^17, stylelint to ^17, stylelint-config-standard to ^40, sinon to ^22, and concurrently to ^10.
