Configure Gitea commit signing with SSH key

I'll open an upstream PR to prevent loading a GPG key when verifying user repo commits, which it is currently doing when server-side signing is enabled.

Signing is working now, but we still get pesky log warnings about it not being able to find an armored GPG key.
