What's wrong with simply deploying them to a PV and mounting that as /custom?

Add default and Kosmos label sets

The task was actually to copy the entire content of /custom to the deployed Gitea, because that's where themes, template changes, etc. go as well. Anything added to the /custom folder of this repo should end up in the /custom folder of our production instance after deployment.
