Initial kosmos_discourse cookbook

This is running on centaurus, systemd now starts Discourse automatically on boot. Ready to review and merge

I thought I'd fixed the service, but it only worked once in my VM and now it doesn't work anymore.

Kosmos credentials don't work for wiki if there is no account created yet.

@fsmanuel Could you try again? I think I found the missing setting for it. If that worked I will create a PR with the fix
