Note: introduce some kind of attribute (maybe in LDAP) to know if someone has contributed anything (time or sats) during e.g. the current year or previous 365 days. Then we have a generic way of looking up if someone should be asked to contribute before enabling certain services and features, or to continue to use them for longer.
