Add a garage cookbook that installs the garage binary distribution and creates the necessary configuration and system service.

Also deploy 3 new VMs to act as storage nodes (one in a different physical location than the others).

FYI: I opened another PR against this one, which configures Gitea for Garage. So let's merge that one first.

Also adds a new garage gateway role, which only allows RPC (inter-node)
traffic to Garage.
