Also fixed the tests, which broke when we added the kosmos-nginx cookbook without referencing it for local installs. Furthermore, the apt package preseed config needed a syntax change.

Also added missing instructions for running the tests to the cookbook's README and bumped the cookbook version.

Tested/running on rsk-mainnet-2 and rsk-testnet-3.
