Configures assets.kosmos.org, only for webfont hosting for now. CSS is cached for 1 day (unless hard-reloaded), and font files are cached indefinitely. Access logging is turned off for all files.

I also created a new repo from which static assets are deployed to the asset hosts:

https://gitea.kosmos.org/kosmos/assets.kosmos.org

Running/tested on centaurus, and working with kosmos/akkounts#30 already.
